To Substitute the United States for National Gov't

The Declaration of Independence makes no reference to an American nation but rather to "Free and Independent States." Early in their work, the members of the Constitutional Convention voted unanimously to delete the word "national" from the document they were drafting and to substitute "the United States" for "national government." Elbridge Gerry summed up the uncertainty when he said that "We were neither the same nation nor different nations." In 1792 Fisher Ames went further:"Instead of feeling as a Nation, a State is our country." Jefferson agreed with this sentiment and often referred to Virginia as his "nation" although he did, when secretary of state, also argue that France and America were both "nations" with a continuing existence apart from their systems of government. [용어의 정리]:1)nation은 때로는 민족으로 때로는 국가를 의미하지만 후자의 경우에도 그냥 국가가 아니라 “민족국가” (nation state)의 의미가 강합니다. 2)nation을 민족이라고 번역해야 할 경우가 언제인가? 그것이 충성의 대상인 주권적 실체 (sovereign entity)로서가 아니라 같은 국민이라는 동일성의 인식이 강한 경우에는 어쩔 수없이 민족이라고 번역해야 합니다. 예컨대, 식민지 정착자들에 대해서 “아메리카 대륙에 함께 살게 된 사람들”이란 동일성을 강하게 느낄 때는 민족이라고 해야지 갑자기 다만 사람들의 집합체일 뿐인데 그들을 국가라고 해서는 안 될 것입니다. 3)state는 일반적으로 국가로 번역됩니다. the United States of America의 경우 우리가 아메리카 합중국이라고 번역해야 하는 경우를 봐도 그렇습니다. 우리가 굳이 state를 ‘주’라고 옮겨야 한다면 같은 항목이나 문장이나 진술 속에 상위의 연방정부, 즉 federal government가 등장하는 경우 어쩔 수없이 ‘주’라고 불러야죠.


[comments]::1)How do you distinguish between these three nominal concepts :nation, state, country? The speakers of English as a second language will find it embarrassing clarifying the three nouns with similar yet different implications. How about the native speakers?


2)The United States of America is a sovereign state, of course, and a great country which prides itself on huge aircraft carriers and space ships. The term state takes on political and diplomatic implications and in case of the United States the country has had a tiered nomenclature, that is, local-state-federal.


3)You can see that the term nation has had an emotional and ideological origin. And that the power of ethnic cohesion, too. Therefore, when you take their cohesion into account, the United States people as a cohesive unit of allegiance can be designated a nation, a great nation at that. You can say nation state but you can't say state nation.


4)The translator has got it wrong. Utterly wrong in that he has misconstrued the phrase at issue {{and to substitute "the United States" for "national government}}to mean to the effect that "...and they voted unanimously to adopt the United States for the sake of national government." He is mistaken in the idiomatic structure "substitute B for A." The idiom dictates to mean that you choose B instead of A. So the correct translation should have been: "...and they voted unanimously to replace a national government with the United States." (=to adopt the United States in place of a national government)
